XIO short for Xeno Invasion Outcutters) is the defense team in Ultraman X. An Ultra Flare from the Sun had enveloped the Earth, causing all the Spark Dolls lying dormant in the land and ocean to be brought back as monsters and Aliens. In order to counter the violent monsters and alien invasions that were happening one after another, humanity formed a special defense team, XIO, armed with the latest technology.

Captain Shotaro Kamiki

who also believes that humanity should peacefully coexist with monsters, a trait he shares with Daichi. 11 years prior to the story, he was an ace pilot of the Air Self-Defense Force and lost his wife in that same year from an incurable disease. He has a daughter named Hiromi, whom he was forced to leave behind due to his priorities as an officer. He blames himself for not having time to be with his daughter and felt depressed over it until Xio members reassure him.

Deputy Captain Sayuri Tachibana

An expert in search and rescue missions and a tactical leader due to her past as a member of a rescue team. She is also observant of Xio members and acts as a parental figure despite her stoic demeanor. She has two daughters, who immigrated to Canada with Tachibana's husband due to safety measures. In episode 20, she was temporary elected as the sixth Dunamis by Ultraman Nexus, using the opportunity to rescue her family in Canada and helped Ultraman X fight Bugbuzun Brood. Her temporary bonding with Nexus leaves her a clue to Ultraman X's identity.

Takeru Yamagishi

Takeru Yamagishi is Xio's male operator of communications and a dutiful person, never misses the daily voice training.

Wataru Kazama

A high school rugby player, Wataru Kazama is very clumsy, but has a strong sense of justice. He is a good shooter and operates the special investigations vehicles. He pairs with Hayato Kijima, though always seeing each others as rivals, but sometimes their teamwork often going out well. While Hayato pilots the Sky Musketty, Wataru would ride shotgun and control the firing assaults.

Asuna Yamase

Skilled in ground combat and practices martial arts. She is partnered with Daichi during undercover missions. Her age is 19-year-old at the start of the series before celebrating her 20th birthday in episode 3. She has a tomboyish and hot-headed outlook but deep inside, she actually wants to be more feminine, as she had once made her childhood crush cry after beating him in a Kendo match. She becomes the stand-in partner for Cyber Gomora whenever Daichi finds himself occupied.

Hayato Kijima

He considers Wataru to be his rival, yet they are paired by Captain Kamiki in undercover missions. Hayato often relies on logic and calculations, sometimes clashing with Wataru due to his hotheaded attitude. His hometown is in Nagano and his father works as a popular noodle seller. He wants to follow his father's path after his retirement from Xio. During Greeza's revival and Asuna travelling to cyberspace to rescue Daichi, Hayato assumed control of Cyber Gomora to fight against the villain before being defeated and join his comrades in a final stand against Greeza before Ultraman X revived.

Chiaki Matsudo

The creator of Xio's arsenal and combat vehicles. In addition, he has a large appetite and eats 13 meals a day. Although having watched Daichi's transformation as Ultraman X, he kept this secret to himself. During the finale, Gourman was thought to be killed by Greeza in his last attempt to defend the Spark Dolls but instead survived in the end. During the events of Ultraman X The Movie, he was revealed to have created several Cyber Cards from past Ultra Warriors that fought alongside Ultraman X and Xio members.

Daichi Ozora

From the Research and Development section lab team from Xio but also goes on undercover missions whenever needed. Fifteen years prior, he lost his parents during the Ultra Flare incident, thus leaving him with the Gomora Spark Doll and his mother's space communicator as their keepsakes. He merges with a mysterious light from the sky, who turns out to be Ultraman X, and transforms into him using the X Devizer.

Rui Takada

Rui Takada is a 18-year-old cheerful young female genius scientist of the lab team and Xio's mood maker. She likes Eleking and Ultraman Zero which sometimes lead to an argument with Daichi over their favourite monsters. Rui Takada is portrayed by Haruka Momokawa.

Mamoru Mikazuki

Is a genius scientist, He usually partners with Rui during research. Near the finale, Mamoru was thought to be killed by Greeza alongside Wataru but instead survived and managed to join their teammates in their final battle.

UNVER

UNVER (Ultimate Noxious event Versus Earth Ranger) : is an organization founded after the Ultra Flare incident. The organization aims to locate, retrieve and secure unstable Spark Dolls for studying. Soon Xio was founded under its branch and allies with multiple friendly aliens as means of support.

He first appeared when seeing Alien Gold tE-rU accidentally destroyed the city with Rudian. During Gargorgon's arrival, he held no mercy for the fugitive and wanted him to be surrendered to the destroyer but stopped by Captain Kamiki. Eventually, after witnessing tE-rU's contribution when he participated in their plan to attack Gargorgon, Daisuke regains faith in Xio members and commended Kamiki for having a good team to manage. Daisuke Minamikawa was portrayed by Kouichi Miura.

XIO Personnel Equipment

Xio Suit : The standard uniform Xio members wear. It is a universal suit, as it comes with life-sustaining function to let the members be able to withstand extreme heat and cold. The Xiomet and Xio Tactical Vest can be mounted on it , depending on the alert level.
Xio Tactical Vest : A special strengthened alloy protector that be worn over the Xio Suit during combat. It is protective and light.
Xiomet : A Special strengthened alloy dedicated helmet. It can not only protect the head from the shock, it can communicate in conjunction with the XiOdevisor.
Xio Devizer : A multi-use device that all Xio personnel carry. It can be used to communicate with other members. It can also be used to scan the data in Cyber Cards and to analyse monsters.
Xio Bazooka : A large bazooka
Ultlaser : A Super strong custom blaster made by combining the Ultra booster to the ray gun Xio blaster. Doctor Guruman made this by analyzing the power of Ultraman X.

- Xio Blaster : A ray gun that Xio personnel use in combat. It can also be used as a tranquilizer gun
Cyber Cards : Cards created to contain Cyber Kaiju. They were made based on the data of Spark Dolls, collected by Xio when the team managed to defeat a monster.
